A letter to the Society for the Prevention of Cruelty to Animals (SPCA)
You suspected that your neighbours are treating their pets badly. Show your concern and give details of any incidents of abuse you are aware of.

Dear Sir/Madam,

I am writing to express my concerns on pet abuse in Hong Kong .I am a resident in Sham Shui Po. I suspect that my neighbours are treating their pets badly. I am so concerned about the incidents as pets’ lives are also precious.
 
It is common for Hong Kong people to keep pets at their homes in this district but I have witnessed some of the pets being treated badly. In the building I am living in, I found that one of the residents always locked his or her dog out of the flat and left it in the corridor. It howled and barked so poorly almost every night. This did not only harm the well-being of the dog but was also extremely disturbing to the neighbours. Moreover, I suspect that it was not given enough food. It was becoming thinner and thinner and became so weak recently.

Another problem is that there are so many abandoned pets put outside the main gate of the building. This is so frequent that it happens several times every month. There are puppies, kittens and also rabbits. They are usually put into paper boxes and most of them were weak and. Some of them even have bruises on them. They must have had some awful experiences before. They were so poor to be left on the street without any help. I want to find out who left them alone but I could not find any concrete evidence. Also, I, as an ordinary citizen, do not have sufficient resources and time to help them all. I hope you can follow up the incidents to save those pets from threats. To deal with the problem of pet abuse, I think your organisation, the SPCA, can help a lot. Firstly, you may raise the awareness of the public about the problem by launching campaigns. Also, you may persuade the government to introduce stricter legislations on abusing pets to alleviate the problem and raise citizens’ consciousness. On the other hand, the most vital element for solving the problem is the attitude of the pet owners. You may have more education and promotions on building up the right and responsible attitude towards owning a pet. It is crucial to let the pet owners know that owning a pet is a life-long commitment. They need to bear the responsibility of taking care of their pet’s lives. Nevertheless, you may also provide assistance for pet owners to teach them how to treat the pets well as many pets are treated badly because their owners do not have the basic knowledge about how to treat the pets in appropriate ways.
 
Nowadays, some people keep pets casually on impulse. These irresponsible thoughts have caused the problem of pet abuse to deteriorate recently. The precious lives of pets should also be protected and respected. Your efforts are crucial and urgent in saving all the pets from this appalling situation.
